Lugia is one of interesting design that defies against poor design of Gen 2 and higher:
The face looks like a futuristic superhero, with the blue “mask” wrapped onto her eyes, like it's perfect fitting for him to move so fast with that “mask” on him. The mouth is also majestically made in correct positions in Arceus's Eye. It can enjoy eating small or large matters.
Then there's the neck. It's real long enough for any Anon to squeeze it a little or nuzzles it. Pretty much Zubat's favorite places to drink if they love blood. And not only that, it's neck is bendable to it can nuzzle you or itself either way.
Then the gigantic hands that's visually substitute for biceps and wings. It can hug you tremendously, can carry a fucking huge boulder, and isn't as poor muscular structures as Charizard.
Then it's quills and tails. Usually, any Pokemon has a sharp tail used for attack, but Lugia's tail is very soft and majestic, it doesn't need to be hard, because it's muscles are hard to help him fly well.
Then the feet. Very thin legs but mighty thighs. Not even Mewtwo could compete with it. Despite its feet having similar size as Mewtwo, its interestingly shaped toes are long enough to move around in unpredictable ways to help with motions of air, ground, and water.
Then the grand prize of the appearances: The belly. It was not made in disgusting ways like Charizard, because it was studied. The belly was studied to learn how to love. The belly was studied to learn how to carry massive sizes, weight, and personality of all the bodies, not just the belly, which defined the softness of Lugia's skins and muscles. Ever heard of this saying, “The way to a Pokemon's heart is through its stomach”? That's the perfect definition for Lugia's big belly. Belleh. Stomach. Tumtum, whatever you prefer, Lugia loves you unconditionally so much, you could hug her IN her big belly or OUTSIDE her belly. Perhaps one day, it could be both.
