The argument is that due to lack of centralized distribution, ethical reasons, technical knowledge, and language barriers, there will always be a large amount of people who cannot/won't/don't know about pokegen. These people will not be able to compete with players who are able to pokegen new teams to practice with, and will have full teams of perfect pokemon with hidden ability and egg moves, a process which will take the normal legitimate player a decent amount of hours. Because pokegen reduces the amount of time to near zero, anyone who uses pokegen will have a massive advantage over a normal person because they can not only use their playtime hours more efficiently, but they will have a perfect team to boot. Until the playing field is completely level through an in-game pokegen (never going to happen), pokegen is and will always be an illegitimate tool used to gain an advantage on legitimate players.
