Well Lugia did the same thing for the Kanto birds.
You can easily see how the general body shape is preserved, especially with the beaks.

Pidgeot's flowing hair => Arcticuno's flowing tail
Dodrio and Moltres have thin necks, ball heads, and long legs.
Furthermore, the Dex order correlates perfectly.
