>>13049581This may be hard for you to understand, but in Dota abilities actually have effects on the game BEFORE you hit level 18 and have 400 AP/AD, and most of them stay useful even after 30 minutes because they also have an added bonus called utility, where the spell has effects other than damage.
It's one of the little differences that make the two completely different games.
