It starts out as a water elemental pokemon that has trouble keeping its shape on ground, so it confines itself to a wooden bucket. As it evolves the bucket becomes larger and changes to iron and then steel. The elemental becomes bigger and stronger with each evo (obviously).
Better than living bucket? Worse?
