Maybe it's a character you could bring at Battle Frontier styled places, battle restaurants and Team hideouts to have double battles with (you bring 3, they bring 3), and their levels could be matched with yours, roughly (perhaps based on how many badges you have and if you've beat the Elite Four).
I don't think Gamefreak would be particularly explicit with it or use a racy term such as "girlfriend" or "boyfriend", perhaps just calling them a "partner" or "companion".
Thinking more about it, they'd probably water it down to the point that it's almost ambiguous and could just as well be looked at as a platonic friendship (which doesn't necessarily have to be a bad thing, if people want things to be more open to interpretation).
