Even though it isn't visible, your ELO is still being tracked from 1-20, you just don't see it until you actually hit 20. So the idea is to win the bare minimum amount needed until you hit 20, that way your ELO is already in the dumpster.
Although there are some subtleties to it; If you're tanking right at the beginning of a season then you'll want to win *slightly* more than is necessary so that you don't run in to the other optimized sweaty tankers.
