>>45511540In my experience yes. I had it in my very first SoulSilver run 10 years ago and it was some of my most reliable team members, I made it to Hall of Fame with it. Extrasensory does good damage and Togepi and Togetic are suprisingly tanky. Charm and sweet kiss are very helpful against Miltank, especially if you have Mareep/Flaaffy to paralyze it as well, but it does learn yawn so you can sleep it too. It also makes Morty and his gym an absolute joke and it's strong for the fighting gym. Wish can be pretty good support even ingame, makes switching out safer if your battle mode is set and saves you from using health pots excessively. So I'd say it's a pretty strong Pokemon especially early game but since Togekiss is gated after League it's probably gonna fall behind a bit when you start battling stronger trainers in Johto, but will be top tier again for Kanto as soon as you get Shiny Stone. Make sure it has Serene Grace for future paraflinch shenanigans.
