Before gen4 we always had to rely on TMs to complement the lacking level-up learnsets, and imo it didn't get genuinely good until gen5 with all its extensive variety and the ease of teambuilding thanks to the TM QoL change.

Particularly, gen3 is the generation we saw mons getting more attacking moves by level up, which was otherwise a big problem up until gen2:
