Tobias was understandable from Ash's perspective, but it's pretty fucking obcious the writers wanted Ash to win, but the higher ups demanded Ash lose, so they had to come up with some bullshit reason to make him lose. Considering how good DP Ash was, Legends were really the only way to take him down.
