You could also look at just about any Gen 1-3 Mon and those ones on Pokemon Battle Revolution and tell "yeah these look fucking better."
Polycount is essentially how many polygons there are on a model. More polygons means it's more than likely gonna look better.
Here's a good example. The rocket launcher on the top has a large amount of polygons. The Level of Detail, or LOD, on the bottom one has gone down. This is usually due to it being far away or not in player focus.
