I really like Cramorant. It's definitely one of my favorite gen eight pokemon. It has this cute, quirky vibe to it, and even if it isn't competitively viable it has a really fun gimmick to use during the main game.
Cormorants being really intelligent is why Cramorant being portrayed as dumb works well. It's a neat little reversal. Sort of like how Lurantis is a plant pretending to be a bug based on a bug that pretends to be a plant.
