The first floor is a popular spot for rich people to hang out and converse over some fine wine. The second floor is filled with Lady/Rich Boy/Gentleman/Madame trainers part of the gym leader's oenophile friend circle. The 3rd floor is where you fight the gym leader herself.
She relies a lot on status conditions and switching her Pokemon in and out. She also gives her Pokemon useful items that help make them more powerful. (The item thing probably doesn't matter much in the actual world of Pokemon, but half my team kind of sucks, so eh, why not) She is pretty stuck up and doesn't like showing anyone her soft side, but she is quite affectionate with her Pokemon.
