Since Ursaluna only existed in Hisui, it must mean that Kitakami is close enough to Hisui/Sinnoh for a land mammal to swim to without dying of exhaustion or starvation.
It's culturally very obviously Japanese inspired, so it's definitely close to any of the Japan-based regions, which are gens 1-4.
