I doubt most nations currently would just let civilians have one, imagine having Jigglypuff sing at a bank while you and your buddies rob it without resistance, or a ghost type just popping in your room to do whatever it (or its trainer) wanted.
The Pokemon world is mostly free of our current "issues," so ours would be a dystopian hell with many factions trying to gain control. Game of Thrones basically just have big ass Charizards, and I see how well that went.
