Low elo usage doesn't count towards tiering, so you can't just join a battle with a shitmon and forfeit thousands of times to get it into that tier. You need to actually win sometimes, and a single person can't get that mon to rise in tiering because winning battles takes more time than forfeiting at turn 1.
