Second stage looks too much like Snivy. Consider changing it to emphasize the multiplying snake heads as the line progresses.
The legs on the final evo look like an afterthought. Try making them skinnier, more like they developed from a snake's tail splitting into limbs.
Pic related is a snake Reploid from Mega Man Zero 2. Look at the proportions of his limbs to his height, and how they still form a tail that could feasibly support his body weight when joined.
Obviously you don't want transforming limbs on a pokémon, but the idea is that even as legs, you can see how they used to be a tail proportionate to the creature.
Alternatively, double down on the snake concept and make the final evo an ornate fire naga.
