Conceptually, I like the idea behind IVs: each pokemon is distinct from others of the same species. But I hate how they work now, where having anything less than a perfect score mustard race keeps you out of serious multiplayer. So I came up with an alternative that may be less abusive (or may not, idk)
First take every move and separate them into several general categories: weak physical attack, weak special attack, strong physical attack, strong special attack, weak buff, strong buff, debuff, arena & weather moves, and utility moves. Then, with each pokemon generated it selects one move from each category.
If the move is not already in the pokemon's movepool, then it gets added at a level based on what category it was in. If the move is in its movepool, then the move gets a boost like increased power or extended duration.
