Probably not, it's likely in the anime that legendary Pokemon are more likely just very rare, rather than 1-of-a-kind.
I think a dex entry for Latios in the games confirmed there are multiple Latios, as well as Zapdos/Articuno/Moltres popping up in several regions which probably suggests there's multiples of them.
Anyway, as to your main question, Unova. He pretty much has accepted he will keep losing the leagues now, and he has gradually started to feel less sad for losing. See pic'.
