Give the player character adventure/field tools, so they are more interactive with the world other than "i'll make pokemon do the work for me."
Examples:
hatchet for cut
hammer for rock smash
shovel for dig
kayak for surf (but still keep surf as a move)
flashlight for flash
not sure what could work for waterfall, maybe this can the one that still requires moves?
and finally PROPELLER HAT for fly
