He's a bad guy for the sake of being a bad guy because Game Freak pussied out and couldn't admit that Team Plasma ever had a point. N seemingly had a point, but Ghetsis is used as a crutch to say that N was brainwashed and manipulated from a young age. It takes no skill to write someone like Ghetsis. The guy has zero charisma. You want a pure evil one-note villain with charisma? That's Freeza. He's far more entertaining and enjoyable than Ghetsis. Ghetsis manages to be boring in every regard outside his fight.
