You actually could find Absol on Mt. Coronet in the original games. Hisui would have been the time period in which it was still entirely unknown that Absol themselves do not cause the disaster and merely warn people of it.

This and the fact that the story climax in PLA is literally a doomsday scenario happening on Mt. Coronet means this was THE PERFECT goddamn scenario for fascinating Absol worldbuilding and they did nothing. NOTHING
