I think the OP is asking more which Pokemon would work as better mascots than Pikachu, not which Pokemon were considered and didn't make the cut. It shouldn't be a starter Pokemon as that would show favoritism. Jigglypuff and Growlithe are possible, but I think Pikachu is still preferable. Eevee and Mew would probably be the best choices as replacements.
