Yveltal wipes out all life on the planet, it governs death, its design straight up takes insperation and references multiple different mythological figures that also govern death / have some connection with the underworld and the devil.

The only thing about them that could, theoretically, be considered strong is the original dragon but since we know very little about it there's nothing to discuss because it would all be baseless speculation. What we do have though is its husk and 2 other parts, and those seperately are low tier, mid tier at best. They're not any stronger than Solgaleo and Lunala.

The titles of the legendaries alone tell the entire story for how they're ordered in power level, and if that doesn't convince people then there's the dialogue from both the games + the manga to go by.
God>Time/Space/Dimensions/Reverse World > Life/Death/Order > Light > Ozone/Weather/Atmosphere
After that its a toss up which is stronger for the remaining legendaries.
