Basically kakariko-hateno is just route 1. The trainers would be lower leveled.
Badges determine pokemons obedience, plus divine beasts freedom by the trainer would make the pokemon and enemies 20-25 35-40 50-55 and 75-80 after the post game E4 will be lv 80-85 (like FRLG)
