That this take even matches up with how we knnow they create pokémon designs anyway and the question remains is why are you such a newfag? For every 2 or 3 newly-added pokémon, there's at least 10 beta designs created (quick'n'dirty maths, for SV's 105 new pokémon roster, they created 350 potential designs). NO fucking company who lives on the creatures they create and add to their world will pass up a chance to make a design from two concept eras back for this year's effort, if they can manage to make it fit. So when they DO pass up that chance, theyre admitting it will never be added, due to circumstances changing away from those that facilitated its creation.
In this case, they gave Pika a baby form and started shilling it harder as the mascot of the brand, meaning Raichu didn't need an evo any longer and most people ignored it anyway for Pika.
