Stealth Rocks can be set at almost any time, usually at the start of the match. Your only concern is whether or not you can afford to give your opponent that free turn.
Meanwhile, to remove rocks you have to
>take damage from the rocks>potentially take a hit from your opponent if you're not replacing a fainted mon>give your opponent a free turn, potentially their second free turnStealth rock and defog aren't on equal grounds.
