The problem is that Game Freak just seems relucent to try new things sometimes. Like you said Grass/Fire/Water/Electric are almost guarantee to be in every set of Gym so already half the gyms are decided.
Ironically despite Johto being looked down on and accused of begin "Kanto-lite", it ends up standing out more than most other regions due to having 8-gyms that don't lean on Grass/Fire/Water/Electric/
