>>42322399They were definitely planned from the start, but like I stated, the content that they were going to include in the third games had no proof of being planned early in the game's development. Even with something like Platinum, in which you could theory argue that stuff like Shaymin-Sky, Giratina-Origin, and the Rotom Appliances forms could've been planned from the start or were a late idea in Gen 4 as well, the engine upgrades to make the game better definitely were not a late idea.
>>42322453There only being 35 mons in the data is exactly my point, especially because the majority of them are legendaries, all of them showcased were in the coding too. A lot of us thought they were going to be distributed via events through something like Pokemon Home like they've done with Jirachi/Mew/Celebi, but we're instead getting them through paid-for DLC.
