I don't have the time to make my own Pokedex right now, but here are some of the guideline I would establish:
> 150-200 Pokemon
> Obviously having three starters as per usual
> Initial Bird, Rodent, Insect
> Pikachu expy
> One set of psudo-legendaries
> One set of legendary trios (Regis, Kami, etc)
> One set of legendary pairs (Lati@s, Palkia/Dialga, etc)
> One uber end legendary (Mewtwo, Genesect, etc)
> One pixie Legendary (Mew, Celebi, etc)
The rest will be evenly divided up by types and stats. No one type will appear more than another, basically. That is to say:
> Equal number of single-typed Pokemon for each type
> Of dual-types, try to ensure that all types are represented evenly (like, avoiding doubling up on Grass- or Water-types, etc)
> What types are chosen for the rest are also dependent on the above choices
> Try to ensure that the sum of the stats for all Pokemon of any given type is generally equal to all other types
> Likewise, for each Pokemon in the 'Dex, there has to be an appropriate counter to it
The idea is that I don't want one type or Pokemon to dominate... which is something I don't think Game Freak understands whatsoever.
