Because if that was the case, the lions of intimidation would have been nerfed ages ago, yet both Pokemon haven't been touched and Intimidate only fails on a few abilities, with only one being good.
Now the only thing that Talonflame can do with Gale Wings is for offense, and that side of the ability has also been nerfed because the best Flying move for Talonflame disables the ability when used once. The only moves it can use with Gale Wings now is Acrobatics, which means sacrificing an item slot, Hurricane, which uses its weaker offensive stat and has shit accuracy, or Dual Wingbeat, which is significantly weaker than Acrobatics or Brave Bird and isn't even 100% accurate.
It also doesn't help that Game Freak introduced a few abilities that nullified priority and made the terrains good. Isn't that enough for the bird? Also keep in mind that this nerf was before Heavy-Duty Boots, so if the opponent sets up Mysterious Minerals and you have no hazard removal, Talonflame doesn't have an ability. You could use Flame Body for Talonflame, but at that point, you might as well use Moltres. They removed a cool niche for an early route shitmon for no fucking reason, and made it borderline unusable.
