It had a new story, it had new characters, it slightly changed the region layout and how you traverse it. It added new things and tried to distinguish itself as another entry in the series. That's not a remake.
Third versions are remakes. They're the exact same story with maybe a couple tweaks to show off a new legendary, layout, and characters as the prior two, usually with some upgrades. The idea OP is proposing is even worse because it adds literally NOTHING to the franchise and is just GameFreak trying to grab whatever money they can on name recognition by porting a game they don't/didn't have to put much effort into changing on a different console.
