This one is based on the Scottish / English myth of the Dullahan. The Dullahan (it is unknown wether there's only one or several) is an unseelie fairy (that is, evil) that traverses ceasesly through the roads and routes of the world. Its appearance is that of a headless rider cracking a whip made of a spine to spur forth a skinned, putrid horse. It holds his own head under his arm and its believed that at times, when it makes a halt, it will whisper a name with its blue, cold lips and that person will die in the following days if not immediately. Even if it says nothing someone will shortly die in the spot the Dullahan stopped.
Though this fairy normally keeps itself to the countryside it can appear anywhere. There's a report from the XIX century of a gentleman being given chase by a Dullahan in the very heart of London. It of course couldn't leave it behind, but fortunately a gold brooch or something fell from his person, making the Dullahan vanish when it was about to seize him.
Its said that the Dullahan might be either the corrupted spirit of a god or a king.
