Clemont and Serena had some major development and it was thanks to Ash and their interactions was not only praise but was filed with banter but also was shown to develop over time. It doesn't make it shallow. It's just a different way of developing character. Characters developing together might seem to be the best way to create a good relationship since the impact on both the characters is the biggest but it's hardly the only way. It doesn't make it shallow, it's just a different take on how to develop characters and their relationships with each other.
My real problem was Clemont's and Serena's interaction with each other. That was something shallow and is comparable to Brock and Dawn. I wish that was developed more.
