Games like Colosseum and Gale of Darkness had decent cameras because the towns were fast-travel based, each interactive area was sectioned, and it had malleable camera angles. But navigating an entire open region with a fixed camera seems like a really bad idea that'll lead to irritation, especially when the main games have always been about using the bird's eye view to see various locations in front and behind the player all at once.
