There's nothing "different" that needs adding to Hoenn that would qualify a sequel, it's as complete as it needs to be, and anything they need to change can be done in the remakes.
In terms of content, besides putting it back up to speed with what's been added the past few generations, it doesn't really need a sequel to add in new content, since HGSS added content and they weren't sequels.
