It's accessable early, but there's not much to do there but catch pokemon and have an encounter with part of the evil team (Norty would be neet, but Erace Admin would be equally enjoyable, wasting it on grunts would be lame) where we find out a little clue as to what they're doing in the region and what their ultimate goal is.
This would create a feeling of suspense for the plot overall by causing players to wonder "I wonder what treasure hunters could be doing that involves investigating an observatory"
