Going through the suspect list, Crawdbury couldn't be the one since her body is too slow to get the upper hand of me, so she's off the list. In the other extreme, Eustace was too busy screaming in the dark-hes off the list. Sandy and Maxwell are also not suspects due to witnesses taking notice of their presence, such as not falling from a trip or being held up by an officer. Meteor Guy is suspect, since he could be hiding with the orbs in the boxes, and Julia is too...Julia, to be that subtle.
Therefore, the only one who could realistically do it...is probably the Chief and a younger officer. After all he's the only one with the key and there was an officer that made sure to stop Sandy before she tried to hit the storage room. But thats just a theory
