You're correct when you say Boring vs Exciting is a subjective call, but if I correct myself and say "Action Pose" and "Static Pose" then it becomes a lot less subjective. The sprites started in action poses because they weren't going to move very much, or not at all in old games. Starting in a static pose and then not moving very much means that it looks less dynamic, even if the amount of movement is the same.
