So he ended up creating 6 new POIs to go along with the few that were already in the cell. 4 of the 6 are fake/house portals. 2 are shitty old signs but whatever. So now he has a gym on his house and enough pokestops in walking distance to fill his bag with ease.
Well I gathered all the evidence and called Niantic. It took me a few days but I got through to someone who was happy to listen. I gave him the general run down and then he requested I send all evidence through email. Now it's 3 days later and I just got [pic related].
