>>57329501It's easier to think of it as every time the game spits out 8192 random numbers one of those has a chance to be shiny. That is where the 1/8192 comes from and the game spits out 60 random numbers every second.
>>57329517Correct, the battery powers the clock and the clock is used in Ruby to generate the random number (the seed) that will be used to generate the other random numbers. The seed in Emerald is always 0. FRLG don't have a battery or clock so they generate the seed based on how long it takes you to press the start button at splash screen, I'm not 100% on that but it should be easy to look up.
>>57331574You are wrong. While Pokemon are shiny locked for the NPC in Colosseum there is a bug so it they can be shiny for the player. The Pokemon will never be shiny for the opponent but it has normal chances to show up shiny when the player catches it. This information is well documented and proven. Disinformation will outlive us all.
