They could do a lot there: make the whole region Surf-able (not that likely), fill it with a region-wide Battle Frontier (each island could have its own facility (in addition to Quest/Seven Island's Battle Tower), or better yet...
... they could give each of the islands their own Gym (plus an eighth one somewhere- maybe on Outcast Island) and its own Elite Four and Champion.
