A critical hit is supposed to ignore defensive boosts of a target Pokemon, when they exceed the offensive boosts of the user. Does this apply to evasion? For example, is a Focus Energy/Scope Lens Pokemon guaranteed to hit a Pokemon that used 3 Minimize?
I ask partly because I prefer to use VGC rules, where the Evasion Clause doesn't apply
