Speed is already at 101, so any kind of boost there is improvement and solid, the extra point allowing for some outspeeding whatever level it ends up at. Some defensive boosts might be nice, like 5-15, but Speed and power are what it needs the most. 70 Sp.Attack could get a huge boost like Blastoise or Heracross. A 110 power, perfect accuracy STAB with nearly a 1 in 3 confusion chance off of 100-130 Sp.Attack (realistically) is pretty potent, honestly. Add to that Heat Wave, potentially Roost or U-turn, and any other new tricks, you've got a perfectly viable bird.
