There is one consistent canonical truth to pokemon: if you don't use a pokeball, you're a villain. A big net, a petrification beam, these are all bad guy things.
Essentially, it's okay to poach but only if you use a pokeball like Goh does. Destabilizing an ecosystem by poaching hundreds of pokemon and destroying the balance of nature by hunting legendaries is okay, but ONLY if you use a Pokeball.
