Substitute is good for Pokemon with Prankster, lorewise it makes sense since Whimsicott is an actual prankster and would probably use Substitutes to get away, and they're both full of fluff so it's like Whimsicott is making them out of itself. That or it's just marketing, I think they show up together on a lot of merch
