You have to make a very specific chain of breeding or buying another console and re-starting games constantly just to teach some pokemon a specific move.
Maybe it wasn't a huge deal when they were only ~250 pokémon but in newer gens it would be a pain in the ass. Also if you want to teach X move to your pokémon during story you have to think how it will be able to breed in the future, this is specially hard in games without access to ditto or for pokémon that cannot breed at all.
HMs are another thing, they were always infinite-use and I understand that some people want their own pokémon doing stuff.
