the only aurora veil setter that was ever viable past gen6 has been Alolan Ninetales
and it was barely viable too, a couple mons could outspeed it before Aurora reliably enough that some people ran it with focus sash losing 3 turns on either hail or veil

with fighting and steel running rampant since forever, I can't imagine how anyone could think an Ice-Rock would ever be halfway good
not to mention rain and sandstorm being so fucking ubiquitous, fucking your entire play up irreversibly with a single switch in, and keep in mind Kyogre was everywhere last gen since it was made available
picrel + Ninetales has been the only viable ice combo for 10 years and it's already dexcut. And Snotty is only viable because it's electric with a retarded signature move and slush rush
they hate Ice so much that when they needed something to keep dragons in check, instead of buffing Ice they just made an entirely new type and made that one really strong instead
