Yes, that is Red on Mt. Silver and yes you are able to fight and beat him in-game,
But that doesn't mean that Gold/Ethan - the character, not you the player - canonically beat Red. Because Gen 2 is a direct sequel to Gen 1, we have confirmation that Red the character did in fact beat the elite four and was made champion, but since no other game has a direct sequel (barring bw), we do not know whether or not Gold/Ethan or any of the other protagonists were canonically made champion, let alone able to beat Red or catch a legendary.
That being said, I agree with OP that Gold/Ethan needs more love.
