Even in-universe if the last legends game is anything to go by, Pokemon as regular companions to humans isn't a normal thing, much less used for labor. Why go through the hassle when you can just, I don't know, build an actual generator for the city
Also, just based on the fucking trailer. The city is meant to be a place of peaceful co-existance between humans and Pokemon. Using one for one-sided benfit isn't "co-existance" it's exploitation, and despite what memes would have you to believe, Pokemon goes out of its way to either not do that, or show why that's a bad thing
